yes - new. If you keep an eye on prices on CARFAX, you can find ones around the country that are in that ballpark price range from time to time.

I went with a matt paint sealer. 6 months and its holding it finish really well and everything has come off the paint with no problems (bird droppings, road tar and tree sap). Dr Beasleys has a complete product line for matt paint finish.
