Looking closely at the new ring picture you posted, You should be able to pop the decorative caps out using a punch from the backside of the old rings. Then reseat them into your new rings using a small plastic/rubber hammer without causing any damage (may require a dab of epoxy, but I doubt it) The decorative bolt caps are most likely plastic

Makes no sense…the rings are already damaged. Attempting to remove the decorative bolts isn’t going make them more not useable. If the decorative bolts get damaged during removal, who cares. You absolutely cannot reuse them as long as they are still attached to the damaged rings. But you may be able to reuse them if you at least try. The tech probably threw away the rings, and that’s why they’re unwilling to try.

I was having a hard time understanding until you posted this pic. I had similar decorative heads that were simply pressed into a set of Weld Racing wheels I had. I’m surprised the dealer couldn’t pop those out of the ones you already had. Did they give you back the originals? Otherwise, get some black touch up paint and paint the holes. You’ll forget about them if you do that.
