It appears this $2.5B covers the Lordstown OH Ultium plant, which is essentially 100% complete and open for business, the Spring Hill TX Ultium plant, which topped off its structural frame last month, and the Lansing MI Ultium plant, which just broke ground. All projects already budgeted, funded, and under construction or completed by GM/LG. So is this essentially a "loan reimbursement", perhaps with a lower interest rate than what GM/LG can get for capital investments? Does this free up capital for other GM/LG projects? Or maybe all the new funding will go to accelerate Lansing, which happens to have a $2.6 Billion budget?
