It's a dealer... they can charge what they want. If you are seeking MSRP, call around and get a MSRP guarantee in writing.
Lots of posts about this subject on the forums already. In short, its all up to the dealer, so get it in writing from the dealer and if they wont then switch dealers. Will the dealer be allowed to add a premium on the hummer EV3 I reserved?
Thank youBy the time 3X allocations start rolling out most dealers will probably have stopped trying to get a markup, but a couple will might keep trying. Just take your business elsewhere, most would rather have a sale for normal profit than no sale. Your reservation isn't like a normal allocation where, if you pass, they'll just sell it to someone willing to pay the markup, you can take the reservation wherever you want and they lose a sale completely.

Exactly. When concierge contacts you to start the process, get a hold of your dealer and get a written agreement signed by your sales associate and everyone up the chain at the dealer before confirming the desired dealership with GM. I'm just saying the number of dealers trying for over sticker at that point should be lower than it is now, but not completely over.Don't take anything for granted, gat an MSRP pricing promise before ordering on any new car
